This is inside a lassoscript section. Thus you can't enclose your code with square brackets.
Try:
<a class="enc_value">' + encode_base64('[hidden email]') + '</a></td></tr>

As a general tip. You don't use Lasso code delimiters within Lasso code delimiters. Either enclose the code using:
<?Lasso
        mycode
?>

<?LassoScript
        mycode
?>

<?=
        mycode
?>
or
[
        mycode
]

You can't do:
<?Lasso
        [mycode]
?>

Thanks.  I actually just started to write Lassoscript and it gets kind of confusing.  I'm leaving my cozy confines.  :)
